Established by President Gerald Ford in 1977.
Awarded for participation in a military operation of a humanitarian nature after 1 April 1975 (national or international disasters, evacuation of personnel, relief to a starvation area)
The medal’s front depicts the “helping hand” of the U.S. Armed Forces and the spray of oak represents strength. Each color on the ribbon has a specific meaning.
